* Add GalPipelineState and IGalPipeline

* Separate UploadVertex call

* Add ConstBuffer cache

* Move Vertex Assembly into GalPipelineState

* Move Uniform binds to GalPipelineState

* Move framebuffer flip into a buffer

* Rebase

* Fix regression
